Quince días después de promulgada la presente Ley, las autoridades de policía y de higiene, harán una revisión minuciosa de las viviendas colombianas, y precisarán las que carezcan de letrina y no sean habitadas por sus propios dueños. Inmediatamente la autoridad respectiva dictará una resolución motivada por medio de la cual se ordene perentoriamente a los propietarios o al propietario de vivienda o viviendas que estén en ese caso, a construir la letrina higiénica, obligación que será cumplida en el término improrrogable de ocho días, contados desde la notificación de la resolución respectiva.
