En consecuencia de lo dispuesto en el artículo 2° de esta Ley, ningún responsable del Erario encargado de pagos, ya sea por función propia, ya por delegación, podrá hacer ningún pago en numerario mientras haya en su oficina un saldo pendiente exigible de otro gasto que le preceda en la prelación establecida conforme a esta Ley; y, de por consiguiente, los pagadores por delegación recibirán, cada vez que sea menester, las instrucciones del caso, para que se cumpla estrictamente esta Ley.
