En los presupuestos de las próximas vigencias se incluirán las partidas necesarias hasta completar el valor de los auxilios decretados por la presente Ley; si no se hiciere, facultase al Gobierno Nacional para que proceda a efectuar las operaciones presupuestales necesarias para dar cumplimiento a este mandato del Congreso.
