Independencia de la responsabilidad. La autoridad aduanera determinará los derechos e impuestos, Declarará el Decomiso y aplicará las sanciones por la comisión de las infracciones previstas en este decreto, sin perjuicio de la responsabilidad civil, penal, fiscal, cambiaria o de otro orden, que pueda derivarse de los hechos investigados y de la obligación de subsanar los errores a que haya lugar.
