Ninguna aeronave nacional o extranjera podrá partir con rumbo a Colombia, sin establecer previamente con una atestación del funcionario consular o del funcionario que se le indique al resolver el permiso; el cumplimiento de lo dispuesto en el artículo anterior, así como el hecho de no llevar aparatos inalámbricos, armas, explosivos ni municiones, sin autorización preexistente.
