Con el fin de evitar la desorganización de las rentas que por la Ley sobre descentralización administrativa se ceden á los Departamentos, y para procurar que cuando éstos las reciban, continúen dichas rentas produciendo, por lo menos, su máximum .de rendimiento, el Gobierno celará, como basta hoy, la buena administración de ellas, vigilando especialmente el fiel cumplimiento de las disposiciones que las organizan y reglamentan.
