º. Fundamento del régimen especial y definición . La Contraloría General de la República goza de un régimen especial de carrera administrativa según lo establece el numeral 10 del artículo 268 de la Constitución Política. La carrera administrativa de la Contraloría General de la República es un sistema técnico de administración del Talento Humano que tiene por objeto alcanzar la eficiencia, la tecnificación, la profesionalización y la excelencia de sus empleados con el fin de cumplir su misión y objetivos. El presente decreto se refiere en forma exclusiva al régimen especial de carrera de la Contraloría General de la República.
