Artículo tercero. Derogase el artículo segundo del Decreto número 161 de 1957, y facultase a la Junta Directiva del ICETEX, para otorgar créditos únicamente a los estudiantes que, a su juicio, estén imposibilitados económicamente para sufragar los gastos que ocasionen sus estudios en el exterior.
