Los contratos en referencia serán celebrados por el Ministerio de Obras Publicas o por los Gerentes, Interventores o Directores de la respectiva obra o empresa y en este caso serán sometidos a la aprobación de aquel. Después de tener dichos contratos la aprobación del Poder Ejecutivo, se someterán a la tramitación de que trata el artículo 2º de esta Ley.
