Art. 20. La primera autoridad política del distrito, aldea, fracción ó agregación, tiene la facultad de señalar los puntos donde debe beneficiarse el ganado para el consumo de la respectiva localidad ; y los abastecedores de carne no podrán hacer la matanza de ganado en otros lugares que los designados. Caso de contravención, se considerarán defraudadores.
