Tanto la Nación como el Departamento del Cauca y los Municipios que tengan interés en la obra, podrán tomar en préstamo las cantidades que necesiten para pagar sus aportes en la sociedad o sociedades que se organicen y quedan facultados para dar en garantía de tales prestamos las acciones que les correspondieren en la empresa.
