Autorizase a los Municipio de Honda, Espinal, Guamo, Chaparral, Rora, San Antonio, Purificación, Anzoategui, Cajamarca, Atagaima, Dolores, Alpujarra, Falan, Venadillo, Ambalema, Coello, Piedras, Valle, Suarez, Herveo, Icononzo y Cunday en el Tolima, para vender sus ejidos urbanos y rurales, sin la formalidad de licitación publica, mediante la conservación de las disposiciones de la presente Ley.
