Todas las minas pertenecen a la Nación, sin perjuicio de los derechos constituídos a favor de terceros. Esta excepción, a partir de la vigencia de la presente ley, solo comprenderá las situaciones jurídicas subjetivas y concretas debidamente perfeccionadas y vinculadas a yacimientos descubiertos.
