Art. 1.° La República reconoce y agradece los importantes servicios que presto a la Nación el señor Doctor Luis María Restrepo durante su carrera pública, ya como militar en defensa del Gobierno legítimo de la Confederación Granadina, ya como miembro distinguido de la Representación nacional en varios períodos, ya, en fin, como empleado civil en elevados puestos del Gobierno del antiguo Estado soberano de Antioquia.
