De los contratos distintos a los de dominios. Cuando para los fines señalados en el artículo 128 no fuere posible adquirir derecho de dominio por parte de la Nación o de otra entidad pública colombiana, la Nación celebrará los contratos que prevean las correspondientes legislaciones, los cuales se perfeccionarán una vez efectuado el registro presupuestal con la aprobación del Consejo de Ministros.
