Art. 12. (Transitorio). El Poder Ejecutivo celebrará arreglos con algunos de los Goviernos amigos, con el fin de que los alumnos de la escuela Nautica puedan completar su educacion teorica con los ejercicios prácticos concernientes a su profesion i dara cuenta de estos arreglos al congreso para su aprobacion.
