ARTICULO 15. Con el objeto de proveer en forma oportuna los empleos de carrera, las entidades, y sin que existan las vacantes, podrán realizar concursos para conformar listas de elegibles, con las cuales deberán proveerse las vacantes que se presenten en los cargos objeto de los concursos.
