Si existieren yacimientos de hidrocarburos dentro de los terrenos cedidos al Departamento de Boyacá, a que se refiere la presente Ley, tiene este derecho preferente a explotarlos, con destino a la construcción de su camino de Occidente, fomento de nuevas poblaciones, saneamiento de sus puertos sobre el Magdalena y luego a sus demás obras públicas; pero para ello es preciso que contrate la explotación con la Nación, y que satisfaga a esta el impuesto que corresponda según la Ley 120 de 1919 , a cuyas disposiciones generales queda igualmente sometido en todo caso el Departamento.
