Este Decreto rige a partir de la fecha de su publicación, deroga las disposiciones que le sean contrarias, en especial el Decreto-ley 28 de 1989 y surte efectos fiscales a partir del 1° de enero de 1990, salvo lo dispuesto en el artículo 13 del presente Decreto.
