Art. 1° El cambio oficial de unos billetes por otros de tipo premiado en el comercio, y el de billetes deteriorados, se verificará únicamente en las Oficinas que el Gobierno establece al efecto en la capital y fuera de ella. Queda prohibida tal operación en cualquiera otra Oficina pública.
