Toda reunión de miembros del Congreso que, con la mira de ejercer el Poder Legislativo, se efectúe fuera de las condiciones expresadas, será ilegal; los actos que expida, nulos; y los individuos que en las deliberaciones tomen parte serán castigados conforme a las leyes.
