Art. 8.° El domicilio en país extrajero de los miembros del Congreso se comprobará, para obtener el pago de los viáticos de venida ó de regreso, con el documento autentico que, segun la legislacion de dicho país, demuestre la adquisicion de domicilio en él, ó con un certificado del Ministro de Colombia ó Consul general ó particular respectivo; y, á falta de éstos, del Ministro ó Consul de una Nacion amiga, quienes al expedirlo habrán de referirse al modo como se adquiere el domicilio, segun la legislacion mencionada.
