Artículo décimo. Las tarifas y reglamentos de las empresas de transporte público deberán ser sometidos a la aprobación del Ministerio de Fomento y no podrán regir sin ella. Las tarifas se fijaran con base en el costo por pasajero-kilometro y por tonelada-kilometro, en forma que consulte la conveniencia pública y la moralidad comercial.

Parágrafo

Para el transporte de pasajeros las tarifas podrán ser diferenciales, en relación con la capacidad y comodidad de los vehículos. Para el transporte de carga las tarifas podrán ser diferenciales, en relación con la clase de carga.
