Cuando formadas las Circunscripciónes Electorales de que trata esta Ley sobraren uno ó dos Distritos Electorales, se formará con ellos una Circunscripción Electoral, la cual elegirá uno ó dos Representantes, según el caso, sin que sea aplicable el artículo 33 de la Ley 42 de 1905 .
