Las licitaciones, contratos, órdenes de pedido y demás actos que impliquen ordenación del gasto y se encuentren en trámite a la fecha de vigencia de este decreto, continuarán su proceso administrativo, conforme a las normas antes vigentes, sin que se requiera refrendación de los actos ya cumplidos o reiniciación del trámite.
