Artículo segundo. El gasto de los aportes de que trata este Decreto en el artículo anterior, su manejo e inversión y la rendición de las cuentas correspondientes a la Contraloría General de la República, se efectuarán con arreglo a las normas administrativas y fiscales, vigentes para esta clase de erogaciones. Comuníquese y ejecútese.
