SUPRESIÓN DE LAS LICENCIAS DE FUNCIONAMIENTO. Sin perjuicio del régimen establecido para el Departamento Archipiélago de San Andrés, Providencia y Santa Catalina, ningún establecimiento industrial, comercial o de otra naturaleza, abierto o no al público, requerirá licencia, permiso o autorización de funcionamiento o cualquier otro documento similar, salvo el cumplimiento de los requisitos que se enumeran en los artículos siguientes con el único propósito de garantizar la seguridad y salubridad pública.
