Las disposiciones del presente Capitulo les aplican a todas las entidades del Gobierno nacional que tienen la competencia legal para expedir y adoptar regulaciones, a través de las cuales intervienen en la actividad económica de los particulares; así como para aquellas que tiene la función de inspección, vigilancia y control sobre empresas en industrias reguladas.
