Art. 1.º Los Tribunales Superiores de Distrito Judicial, en Sala de Acuerdo, y para su respectiva jurisdicción, determinarán, á insinuación de los Gobernadores departamentales, si debe ó no restablecerse el curso normal de la administración de justicia, no obstante el estado de sitio, que restringe el ejercicio de los derechos civiles y garantías sociales.
