Artículo segundo. Las modificaciones que se establecen por el presente Decreto no modifican automáticamente las plantas de personal de los organismos de la Rama Ejecutiva del Poder Público en lo nacional. Para dichas modificaciones se requerirá la aprobación del Gobierno mediante el trámite señalado por la ley para esta materia.
