Inicio de operaciones . Los licenciatarios de servicios de telecomunicaciones que utilicen sistemas de radiocomunicación convencional de voz y/o datos, deberán iniciar operaciones dentro de los doce (12) meses siguientes a partir del otorgamiento de la concesión. El Ministerio de Comunicaciones podrá recuperar las frecuencias o canales radioeléctricos asignados que no estén siendo utilizados o no cumplan con lo dispuesto en este artículo.
