Durante la vigencia de las listas de elegibles, toda vacante definitiva deberá proveerse con personas que figuren en ellas, siempre que se trate del cargo para el cual se concursó. En todo caso, se seguirán estrictamente las normas que consagran derechos preferenciales para efecto de promociones.
