" Art. 4° Para el efecto del cobro del Impuesto de peaje, los encargados de su recaudación entenderán por carga-el peso que no baje de 87 kilogramos (7 arrobas) ni exceda de 150 (12 arrobas). Cuando no alcance á la primera cantidad citada, se cobrará por media carga, y cuando exceda de la segunda, se cobrarán los excedentes como medias cargas.
