A nadie se puede someter a juzgamiento por jurisdicciones extraordinarias o creadas ad hoc con posterioridad a la ejecución de un hecho punible, ni la jurisdicción militar puede tampoco conocer en algún tiempo de delitos que no estén sujetos a ella según el Código de la materia, ora por la naturaleza de los hechos, ora por la condición de los delincuentes.
