Objeto. El presente título tiene por objeto reglamentar el procedimiento para hacer efectiva la no causación del impuesto nacional al carbono.

Así mismo, establecer la improcedencia de que concurran beneficios tributarios, el control que efectuará la Unidad Administrativa Especial Dirección de Impuestos y Aduanas Nacionales (DIAN), la información que podrá solicitar esta entidad en ejercicio de las amplias facultades de fiscalización, el procedimiento para el reintegro cuando proceda y el tratamiento del mayor valor del bien derivado del impuesto nacional al carbono.

De igual manera, reglamentar el procedimiento para certificar ser carbono neutro, de acuerdo a lo establecido en el parágrafo 3° del artículo 221 de la Ley 1819 de 2016.
