Tan pronto como sea aprobada la presente ley, el gobierno procederá a organizar una comisión de ingenieros hidráulicos que prepare los proyectos técnicos y ejecute los trabajos de tales obras, así como la posibilidad de establecer un sistema de irrigación que fertilice tan importante región, de conformidad con lo dispuesto en la ley 88 de 1940 .
