° Para el mejer cumplimiento del servicio territorial el Gobierno dictará un Reglamento de Reclutamiento , que establecerá el modo como debe formarse el Ejército, y un plan de movilización, que Indícala la manera como el Ejército pasará del pie de paz al pie de guerra. Comuníquese y publíquese.
