° Cuando no hubiere fondos disponibles en la Tesorería General para cubrir una orden de pago, se cubrirá ésta en vales del Tesoro, si el acreedor así lo exige, de conformidad con lo dispuesto en el artículo 1° de la Ley 119 de 1914.
