El Ministerio de Salud y Protección Social gestionará ante el Ministerio de Educación Nacional, las instituciones de educación superior y otros actores, el fortalecimiento de la formación integral del talento humano en salud con énfasis en atención primaria en salud, necesarios para la implementación del Modelo de Salud Preventivo, Predictivo y Resolutivo.
