Con cargo a las autorizaciones de los artículos 3º y 5º de esta Ley, el Gobierno Nacional no podrá extender la garantía de la Nación a créditos ya contratados por entidades de derecho público, sociedades de economía mixta u otras personas jurídicas cuya creación haya sido promovida por el Estado o en cuyos proyectos tengan especial interés, si ellos fueron concedidos sin la garantía de la Nación, salvo que el prestamista sea a una institución financiera internacional pública.
