Art. 2.° El empleo de las sumas que vayan destinándose por cuenta de dicho auxilio, se hará en las secciones del expresado camino que más lo necesiten á juicio del Gobierno, poniéndose al efecto de acuerdo con los respectivos Gobernadores á fin de obtener el mejor éxito posible y las mayores garantías acerca de la inversión de los fondos.
