Reglamentación de Concursos. Solamente mediante sistemas de concursos diseñados y reglamentados por un Comité conformado por el Viceministro de Hacienda y Crédito Público, el Secretario General del Ministerio y el Director General de Impuestos y Aduanas Nacionales, se establecerá el ingreso a la Carrera Tributaria y Aduanera. El manejo de los concursos de ingreso y ascenso estará a cargo del Director General de Impuestos y Aduanas Nacionales.
