Las sumas a que se refieren los artículos 3o. y 4o. de la presente Ley, se incluirán necesariamente en el Presupuesto de la vigencia fiscal próxima o en cualquiera de las posteriores. De no hacerse, el Gobierno Nacional queda ampliamente facultado para hacer los traslados necesarios, a fin de dar cumplimiento a la presente Ley.
