La suma mencionada se pagará por la Nación en las vigencias de 1964 y siguientes, para lo cual se apropiarán las partidas necesarias. El Gobierno queda autorizado expresamente para hacer las traslaciones pertinentes y abrir los créditos en los Presupuestos respectivos. Dentro del supuesto de que no se hicieren las apropiaciones presupuéstales del caso, el Gobierno queda también autorizado para celebrar las operaciones financieras y de crédito que se requieran para la efectividad de la presente Ley.
