A partir del 1° de abril del presente año, los Síndicos o Directores de los establecimientos de detención, reforma y pena, de la República, deberán enviar al Departamento de Prisiones un presupuesto aproximado y detallado de las inversiones que sea necesario hacer durante los dos meses siguientes presupuesto que será hecho en tres ejemplares, autorizados por los Administradores o Recaudadores de Hacienda v los Auditores Fiscales de la Contraloría General de la República, o por la más alta autoridad judicial penal del sitio, si allí no funcionaren los mencionados Auditores.
