Art. 1° El personal de la Instrucción pública se divide en dos grupos: el personal administrativo y el personal docente. Forman el primer grupo el Ministro de Instrucción Pública, sus subalternos en el Ministerio y los empleados de las Secretarías de Instrucción Pública departamentales; forman el personal docente los superiores, catedráticos y maestros de los varios ramos de la enseñanza oficial.

Parágrafo

Son auxiliares de la Administración: El Consejo universitario, las Juntas y los Inspectores departamentales, provinciales y municipales. CAPÍTULO I Atribuciones del Ministro de Instrucción Pública.
