Art. 128. Las sesiones de las Asambleas electorales serán públicas; y las parcialidades políticas que patrocinen el triunfo de candidatos notoriamente conocidos como tales, tienen derecho de enviar un comisionado a las sesiones, al cual se le permitirá tomar nota de lo que ocurra, y se le darán certificaciones sobre los sucesos que se verifiquen, si las pidiere. Se entiende que cada parcialidad puede enviar su comisionado.
