Artículo noveno. Para solicitar licencia de funcionamiento o aprobación de cursos de un establecimiento de enseñanza, aun cuando solo se trate de uno de los grados de estudio, será requisito indispensable, además de la inscripción de que trata el artículo segundo de este Decreto, presentar la constancia de haber cumplido con lo dispuesto en el artículo cuarto de este Decreto.
