Art. 22. Si hubiere en la urna un número mayor de las boletas que el de los ciudadanos que hubieren votado, se insacularán todas las boletas i se sacarán por el Secretario tantas, una por una, cuantas fueren las escendentes, quemándose inmediatamente, sin leerlas, i con las que queden será que se hace el escrutinio de los votos obtenidos por cada candidato.
