Autoridad de transporte . Para todos los efectos a que haya lugar, el servicio público de transporte terrestre automotor de pasajeros por carretera será regulado por el Ministerio de Transporte.

Parágrafo

Las autoridades locales no podrán autorizar servicios por fuera del territorio de su jurisdicción, so pena de incurrir en causal de mala conducta. ( Decreto 171 de 2001, artículo 9 °).
